Submission: Consultation on the Education and Training (Early Childhood Education Reform) Amendment Bill

26 August 2025 - Submissions

Montessori Aotearoa New Zealand supports the direction of the Education and Training (Early Childhood Education Reform) Amendment Bill, welcoming clearer objectives and better regulatory oversight.

The proposed changes promise more consistency and transparency in Early Childhood Education, including the establishment of an independent Director of Regulation. However, Montessori Aotearoa New Zealand points out some risks, such as strict licensing rules, centralisation of authority, and loss of innovation. Recommendations include focusing on child wellbeing in all decisions, supporting a gradual and well-resourced implementation, and maintaining open channels for feedback from the sector.

With these measures, Montessori Aotearoa New Zealand believes the reforms can improve trust and outcomes in the system.
