Submission: Consultation on the Early Learning Licensing Criteria

Montessori Aotearoa New Zealand welcomed the opportunity to comment on proposed changes to the Early Learning Licensing Criteria from the Ministry of Regulation.

While the focus on premises, health and safety, and governance is valuable, we asked for clarity on how curriculum recommendations will be handled. An area of deep importance to the ece sector. We support simplifying regulations, but stress the need for clear, co-designed, and trialed guidance that works across diverse settings like Montessori. A systems-based, outcomes-focused approach, underpinned by strong partnerships, clear roles across agencies, and digital tools, will best support high-quality learning for tamariki. Effective regulation must be collaborative, not top-down, with guidance that is practical, flexible, and centred on children’s wellbeing, safety, and learning.
